You have to have 10 or 20 strikes(lol) in the casino(yes!) with clefairy/ditto/shiny clefairy. Then talk to the receptionist, and you'll get the TM!

ya, thats the only way to get it. Its too hard. You can go ask someone who has ar and ask them for it.
